Possibility to Return to the Dormitory for Those who Have Moved-out After April 1st, 2020

Students who have moved-out of the VMU dormitory from April 1^st, 2020, until June 16^th, 2020, after the end of quarantine announced by the Government of the Republic of Lithuania, are allowed to return to their former dormitory rooms by submitting a request form. Students may move-in into the dormitory on the dates specified in their request, but no later than August 1^st, 2020.

We want to remind you that rooms of VMU students who have moved-out of the dormitory after April 1^st, 2020, are reserved for their return only until July 31^st, 2020, (except cases when residents have already cancelled their reservations; their studies or visiting period ends in the Spring semester of 2019\2020). After July 31^st, 2020, students who haves failed to submit their requests, will lose their right to return to their former dormitory rooms.

Changes in the Dormitories of VMU, Related to the End of Quarantine Announced by the Government of the Republic of Lithuania

Upon the decision of the Government of the Republic of Lithuania to lift quarantine in Lithuania, from June 17^th, 2020, the conditions of accommodation in the dormitories of VMU are changing: with some restrictions residents will be allowed to invite guests to the dormitory during the day time; students, who have moved-out of the dormitory after April 1^st, 2020, are allowed to return to live to their former rooms; and others. We invite you to learn about the changes in detail:

Restrictions that remain in place and easing of it

After the end of the quarantine, announced by the Government of the Republic of Lithuania, the following restrictions will remain in place in order to prevent possible spread of coronavirus (COVID-19) and it will be lifted by a separate order:

Students will not be accommodated in the guest rooms for a short-term period (up to 30 days);
suspension of all new guest-room reservations, made by current residents, shall still remain in effect (such reservation will be canceled).

Requirements and reccommendations for new arriving residents and guests

In order to prevent the possible spread of coronavirus (COVID-19) new residents or guests of the dormitory must disinfect their hands and follow other safety measures while entering the dormitory. Dormitory administration keeps a right to measure the temperature of guests and not to allow to enter the building if there are any suspicions of possible symptoms of COVID-19 virus (fever, sore throat or difficulty in breathing).

The condition remain that both, new residents and guests of the dormitory, will be allowed to enter the dormitories only if:

they did not develop a fever (37,7°C and above) and did not show signs of acute upper respiratory tract infections, acute intestinal infections and other communicable diseases (e.g. cough, difficulty breathing, diarrhea, vomiting, rash, etc.);
does not suffer from chronic diseases specified in serious chronic diseases for which a person is issued a certificate of incapacity for work during an emergency of quarantine period;
does not live with persons subjected to the necessary isolation due to the risk of the spread of coronavirus infection, or returned from it and performed the compulsory 14 days self-isolated period (except for the countries specified by the Government of the Republic of Lithuania).

Recommendations for current residents of the dormitory

Recommendations remain in place for students, who are currently living in the dormitory, and their guests not to gather in the dormitory; not to organize joint activities or gatherings in the room or in common areas, such as kitchen, smoking rooms, reading room, etc. (in case of failure to comply with this restriction, University keeps the right to impose disciplinary penalties). Other recommendations also remain in place:

Isolation remains mandatory

14-day isolation remains mandatory for all persons arriving from foreign countries listed by the Government of the Republic of Lithuania. Students, who are arriving from the countries listed by the Government, must inform dormitory administration about intended date of arrival to the dormitory in advance. Isolation is also mandatory for students who have experienced symptoms of COVID-19 virus (fever, cough, sore throat or difficulty in breathing) or have interacted (was living together) with such a person. All these persons must self-isolate for the 14-days period; are banned from inviting guests to the dormitory; movement within and outside the dormitory (especially the kitchen). Such persons must immediately call the number 1808 and also contact dormitory’s administrator for further steps.

Possibility to return to the dormitory for those, who have moved-out after April 1^st, 2020

Students who have moved-out of the dormitory during the period from April 1^st, 2020, to June 16^th, 2020, may already return to live in their former dormitory rooms by submitting a request. Please note that rooms are reserved for the return only until July 31^st, 2020. Residents, who will fail to submit their requests until this date, will lose their right to return to their former dormitory room. Moreover, after lifting quarantine measures, starting from June 17^th, 2020, the possibility to move-out of the dormitory within 10 (ten) working days upon notification, while keeping room reserved until July 31^st, is no longer valid.

Dormitory debs must be covered before August 31st, 2020

Students, who after the quarantine have accumulated debts for accommodation services, must cover it no later than by August 31^st, 2020. Students wishing to pay off their debts must personally present a written request together with a payment schedule by email to Student Centre studentas@vdu.lt; otherwise, on September 1^st, 2020, after assessing the size of debt, disciplinary penalties will be imposed to all in debt residents or their Agreements for Accommodation will be terminated in accordance to the internal legislation acts of the University.

From July 1^st, 2020, 25 % reduction of an accommodation fee will no longer be in effect

Accommodation Season 2020/2021: Accommodation Fees Will Not Change, Triple Rooms Will No Longer Be Available

The Rector of Vytautas Magnus University (VMU) has approved the accommodation fees applicable to the residents of the University dormitories, that will come into force from July 1^st, 2020, and will be valid until June 30^th, 2021. Prices for accommodation services, depending on room types, will not change compared to the ones that were applicable during academic year 2019/2020.

However, in order not only to improve the quality of individual living conditions but also respond to the coronavirus (COVID-19) situation, ensure its prevention and management in the dormitories, some changes are planned. For the abovementioned reasons University has made a decision to reduce the number of students living in the same room and starting from July 1^st, 2020, three-beds rooms will no longer be available in the dormitories of VMU, where Agreements for Accommodation are concluded only for one academic year. These dormitories were chosen due to the frequent change of students who are moving-in and out of the dormitory, during and after the academic year.

Starting from July 1^st, 2020, triple rooms will no longer be available in the dormitories:

No. 2, located at Vytauto str. 71, Kaunas
No. 5, located at Universiteto str. 8, Akademija, Kaunas district
No. 6, located at A. Vivulskio str. 36, Vilnius

Three-beds rooms will be converted to double (two-beds) rooms, but with the abandonment of triple rooms, changes of other types of rooms are intended in the dormitory No. 6, located at A. Vivulskio str. 36, Vilnius. Considering the layout of this dormitory and the living space per person, the block type rooms will become single-bed (from two-beds room) and two-beds (from three-beds) rooms. As the room type changes, so does the accommodation fees in both this and other dormitories. However, as mentioned above, fees depending on the room types, compared to the academic year 2020/2021, will not change.

At the end of the quarantine, it is planned to inspect the dormitory rooms

At the end of the quarantine (after June 17th), without a separate warning, it is planned to carry out a scheduled inspection of the rooms in the dormitories.

Residents, who have failed to meet the conditions laid down in the Agreement for Accommodation or who have violated the Internal Rules of the Dormitories of Vytautas Magnus University and who have been subject to disciplinary action:

10 Euro for a remark;
15 Euro for a warning;
20 Euro for a strict warning

Registration for Accommodation in the Dormitories of VMU for Period After July 1st, 2020, has Started

The application form does not need to be completed by those students who are new, incoming students and are looking for a place of accommodation only starting from new (2020/2021) academical year (those students will be asked to complete another form of application from this year July 1^st).

Students, who are currently living in the dormitories of Vytautas Magnus University located in Kaunas, Akademija (Kaunas district) or Vilnius and have concluded a fixed-term Agreements for Accommodation that are valid only until June 30^th, 2020, and wishes to continue living in the dormitory, must register for further accommodation by completing this form. Registration shall be made no later than by June 14^th, 2020. Students who are not currently living in one of the dormitories of VMU dormitory, but are interested in living in it during the summer period (from July 1^st until July 31^st, with a possibility of extension until August 15^th , 2020,) must also register by completing the same form of application.

VMU graduates (students who have graduated / are graduating in the Autumn or Spring semester of 2019/2020) may submit a request for an extension of the Agreement for Accommodation:

for the summer period (from this year July 1^st to July 31^st, with the possibility of extension until August 15^th,2020);
for one year after graduation (until June 30^th, 2021). This possibility can be granted only in some circumstances.

VMU students may submit a request for an extension / conclusion of an Agreement for Accommodation:

for the summer period (from this year July 1^st to July 31^st, with the possibility of extension until August 15^th,2020);
for one the academic year, until June 30^th, 2021.

Other (non-VMU) students can extend / conclude their Agreements for Accommodation:

for the summer period (from this year July 1^st to July 31^st, with the possibility of extension until August 15^th,2020);
for one academic year, until June 30^th, 2021.

The application form also does not need to be completed by those students:

who do not intend to live in one of the dormitories of Vytautas Magnus University after June 30^th, 2020 or after completing their studies;
who have moved-out of the dormitory after April 1^st, 2020, and their places of residence are reserved for them until July 31^st, 2020 (valid only for students of VMU);
who do not intend to live in the dormitory during the summer period (from this year July 1^st to July 31^st, with the possibility of extension until August 15^th, 2020) and are only interested in accommodation starting from new 2020/2021 academical year (those students will be asked to complete another form of application from this year August 1^st ).

IMPORTANT: after evaluating the conditions of the quarantine announced by the Government of the Republic of Lithuania and the measures applied in relation to the prevention of the COVID-19 pandemic in dormitories and therefore possible redevelopment plans, promptness of completing the form is important, so respondents are likely to have a higher priority in allocating a place if the university is unable to provide the requested place of residence due to internal changes within the dormitory or if there would be multiple requests to the same place of residence.

UPDATED INFORMATION (05.28): Dormitory Restrictions Due to Prevention of Coronavirus (COVID-19)

Taking into consideration the recommendations by the Ministry of Health, the National Public Health Center under the Ministry of Health and Ministry of Education, Science and Sport, as well as the recommendations by the World Health Organisation and the practices by other institutions of higher education around the world, all of them working to prevent the spread of coronavirus (COVID-19), until June 16 (inclusive), for an indefinite period of time (until further notice):

new residents will not be accommodated in the dormitories of VMU, including short-term accommodation (up to 30 days);
all current residents are forbidden to invite guests to the dormitory during day-time (residents, who will violate this order shall be imposed disciplinary penalties);
suspension of all new guest-room reservations shall still remain in effect (such reservation will be cancelled);
all previously made reservations, for period until June 16th (inclusive), will also be cancelled.

Students, who are currently living in the dormitories of VMU, are recommended to follow instructions of National Public Health Center under the Ministry of Health, and follow information about the virus and its prevention on the website of Vytautas Magnus university https://www.vdu.lt/en/information-about-covid-19/. It is also recommended to avoid crowding in the dormitory premises and participating in general activities.

What does it mean to self-isolate and quarantine?

Self-isolate – required for everyone (from date of check-in or from when symptoms are felt) returning from abroad, moving-in into the dormitory, feeling any symptoms of COVID-19 or living with such a person. These persons can’t enter common areas of the dormitory (reading rooms, leisure spaces, kitchen, etc.) or welcome guests, visit others during whole period of self-isolation. Follow directions and information provided by the Administration of the Dormitory and if you feel any symptoms of COVID-19 call number 1808 and follow their instructions.

Quarantine – is a situation announced by the Government of the Republic of Lithuania with its instructions on what and how to do it. In this case, there are no big additional restrictions on dormitories, but they are: keeping distance (at least 2 meters and for no longer than 15 minutes), wear a face mask (residents shall purchase it themselves), wear disposable gloves when going to the public places of the dormitory, avoiding parties, welcoming each other, ventilating the room, etc. The kitchen is definitely not forbidden to go (if banned, those rooms would be locked). Dormitory residents have a possibility of changing the room within the same dormitory during the period of quarantine.

In Lithuania, the quarantine has been extended until June 16th.

Self-isolation options in the dormitory

Taking into account the accommodation conditions and layout of the dormitory, in order to prevent coronavirus (COVID-19) prevention and spread during the quarantine announced by the Government of the Republic of Lithuania, we invite all students who have recently arrived or returned to the dormitory from abroad to contact the dormitory administrator immediately and self-isolate themselves for a 14-day incubation period. For those who do not comply with this insurance, the University reserves the right to apply disciplinary measures and notify law enforcement authorities.

If for objective reasons you cannot isolate yourself in your parents or relatives’ home, inform the dormitory administrator about it. Depending on the situation, the University will provide accommodation in a separate room in another dormitory, where a safe period of self-isolation can be ensured.

Residents who know of arrivals who do not follow this instruction are kindly requested to inform the dormitory administrator immediately.

During the quarantine, it is possible for VMU students who are unable to study remotely to move into dormitories

Taking into account the Government of the Republic of Lithuania 2020 May 13th No. 475, which from May 25th allowed to carry out higher education studies that cannot be carried out remotely, Vytautas Magnus University from this year May 25th allows new residents, VMU students, to stay in the university dormitories, who have http://studentas.vdu.lt before submitting a place by submitting a motivated application for accommodation by e-mail studentas@vdu.lt and obtain a consent to stay in VMU dormitory.

Payment for service options during quarantine

We remind you that students living in the dormitories of Vytautas Magnus University in Kaunas, Kaunas district, or in Vilnius, during the quarantine period announced in the country, may pay for accommodation services remotely.

You can pay for accommodation in the following ways:

if you pay for the services yourself, indicate the amount you want to pay in the studentas.vdu.lt portal “Fees” section and then you will be directed to UAB “Paysera” payment environment, where you can choose the desired bank institution or payment intermediary and pay the selected amount immediately. The fee credit will be visible immediately after you return to the student portal after payment;
if another person pays for you, then in studentas.vdu.lt portal “Fees” section indicates the amount you want to pay and after the system directs you to UAB “Paysera” payment environment, select the desired tax payment intermediary from the list in the section “Other payment systems“. Send the generated invoice to the person who will make the payment for you. The fee will be visible on the student portal one working day after the payment date;
if the fees are paid for by another legal entity (e.g. company or organization), please contact an employee of the VMU Finance Department before paying them, by e-mail vilma.aleksandraviciene@vdu.lt.

During the quarantine, it is possible for VMU students who are unable to study remotely to move into dormitories

Persons staying in a dormitory must indicate that during the stay:

We remind you that returning from foreign countries must fill in the questionnaire provided by the National Public Health Centre and must isolate themselves in Lithuania (at home or in a place designated by the municipality) for 14 days by calling 1808 to register and check for coronavirus infection at a mobile point.

IMPORTANT: students wishing to move to Vytautas Magnus University dormitories are recommended to critically evaluate all other accommodation options, not only dormitory, choosing the safest one.

The decision on the possibility of providing a place to live will be made taking into account the reasons given by the students for staying in the dormitory and the conditions applicable to such accommodation. Please note that guests are not allowed in the dormitory.

In the dormitory, all new and arriving students will be required to check the temperature and follow all quarantine instructions in the dormitory.

A Survey of the Quality of Accommodation Services is Being Conducted

From May 11, 2020, on the initiative of Student Affairs department, „Survey of the Quality of Accommodation Services“ is being conducted for the very first time. Students, who are living in the dormitories are requested to evaluate living conditions and services, that are provided in the dormitories of Vytautas Magnus university. Link to the survey was send to all the residents by an e-mail to their personal e-mail address.

We kindly invite students to participate in the survey and submit their evaluation, opinions and suggestions, that would help to improve the performance and services provided in the dormitories. We are hoping for ~10 minutes of your time, that you would dedicate for completing this questionnaire. It is intended to conduct this survey every year in the future in order to compare the results and to deliver changes of accommodation services. Summarised results will be also published on http://accommodation.vdu.lt/.

Possibility of changing the room of the dormitory dormitory during the period of quarantine (updated 05.11)

Starting from May 11th, 2020, students living in VMU dormitories will be able to change dormitory rooms to vacant places not only in the same dormitory where they live (this opportunity has been granted since April 1st) but also between dormitories. Residents shall check the list of vacant rooms and make new reservations on http://studentas.vdu.lt.

IMPORTANT: Students who wish to change their place of residence between dormitories will not be able to take the opportunity to keep it until the 31st of July, i. e. neither the new nor the former residence will be retained until the specified date if they are evicted.

We want to remind that during the nationwide quarantine announced by the Government of Lithuania new residents will not be accommodated in the dormitories of VMU (reservations will be canceled), all residents are also banned from inviting guests to the dormitory. Gatherings and organization of common activities in the shared areas (e.g. kitchens, smoking rooms, reading rooms, etc.) and rooms of the dormitories are also banned (residents, who will violate this order shall be imposed disciplinary penalties).
